This appears to be Intels attempt at one time programmable mask roms, Indeed under the epoxy putty coating is the quarts galss.
Package, This is how these Appear!
Unboxing Ebay Seller Had Really Poor Packaging..
I read it as a 2716 and it Verified.
I removed the Enamel / Epoxy form the glass erased it and it blanked checked ok.
I will try and Find More info on them. But these will be stored till I find something for a period correct restoration.
